A majority of the eligible voters of the Tribe present in General Council shall constitute a quorum. Each action of the General Council shall require the presence of a quorum. The Vice-Chairperson shall be responsible for the recording of the minutes of any General Council meeting, including any votes taken. The Vice-Chairperson shall transmit the minutes of the General Council meetings to the Tribal Council.
