A. Wilton Rancheria has a vital interest in maintaining a safe, healthy, and efficient working environment for its employees and elected and appointed officials, and each of these parties has the right to expect such working conditions are maintained. Being under the influence of drugs, controlled substances, or alcohol on the job poses a serious health and safety risk to the user, as well as other employees and officials of the Tribe. The possession, use, or sale of an illegal drug or controlled substance in the workplace also poses unacceptable risk to a safe, healthy, and efficient work environment.

B. The Tribe recognizes that its own well-being and future success as a Tribe and an employer are dependent on the physical, mental, and emotional health of its employees. Accordingly, it is the right, obligation and intent of the Tribe to maintain a safe and healthy work environment to protect its employees, property, equipment, operations, and goodwill.
