Only those causes of action and remedies created by this chapter are cognizable hereunder, or are within the scope of the Tribe’s limited waiver of the Tribal Gaming Authority’s sovereign immunity. Nothing in this chapter creates any substantive right to relief or consents to the maintenance of a claim against the Tribal Gaming Authority based upon any act or omission of a person who is not employed by the Tribal Gaining Authority.
