Any person who is determined by the Gaming Commission to be a real party in interest may file a petition in a manner and form approved by the Gaming Commission requesting the adoption, amendment or repeal of a regulation. Within thirty (30) calendar days of receipt of the petition, the Gaming Commission shall either deny the request in writing or schedule the matter for action in accordance with this chapter and any rules and regulations of the Gaming Commission.
