The following persons and entities are required to be licensed by the Gaming Commission:
A. All gaming employees, including key employees and primary management officials, employed at any gaming operation operated under this chapter;
B. Gaming resource suppliers;
C. Any financial source that is not otherwise excluded from licensing at the discretion of the Gaming Commission and consistent with any applicable tribal-state compact; and
D. Any other person having a significant influence over the gaming operation, as determined by the Gaming Commission. (Res. 2019-28)
