Where any law, ordinance, rule, regulation, decision, order, judgment, resolution or other action of the Tribe or any agency, tribal corporation, enterprise, subdivision, component or other instrumentality of the Tribe (whether written, unwritten, or established by tradition) is in effect and is in conflict with or inconsistent with the terms of this chapter, other than the Constitution of the Tribe, this chapter shall apply, and this chapter shall supersede the same.
