The Department of Environmental Resources shall:

A. Manage the Tribe’s Indian Environmental General Assistance Program (GAP) grant by:

1. Establishing, planning, developing, maintaining, and building capacity in tribal environmental protection programs; and

2. Completing all commitments and deliverables set forth by the Tribe’s GAP work plan.

B. Assess and maintain a database or inventory of the Tribe’s environment by identifying and prioritizing current environmental issues by:

1. Developing geographical information system resource databases for the protection of the Tribe’s environmental resources; and

2. Archiving information on traditional ecological knowledge.

C. Integrate, protect, and manage the Tribe’s resources by:

1. Consolidating management and protection of aesthetic, cultural, historic, recreation and other natural resources into an integrated resources management plan for the Tribe; and

2. Coordinating tribal environmental protection programs with other Tribal Government initiatives.

D. Establish and maintain environmental enforcement and compliance by developing tribal environmental laws and regulations.

E. Establish, implement, maintain, and build tribal capacity in clean water and safe drinking water programs by:

1. Drafting a safe drinking water plan; and

2. Implementing drinking water system capacity building; and

3. Monitoring drinking water facilities within the Tribe’s territory.

F. Establish, implement, maintain, and build tribal capacity in tribal ambient and indoor air quality programs by:

1. Assessing and monitoring clean air issues that face the Tribe; and

2. Establishing, implementing and maintaining an air quality program; and

3. Creating awareness of the Clean Air Act within the Tribe’s territory.

G. Establish, implement, and maintain an integrated solid waste management plan by researching methods to reduce and remove solid waste generated in the Tribe’s territory.

H. Establish, implement, maintain, and build tribal capacity in a tribal contaminated site remediation and emergency response program by:

1. Developing, establishing, and maintaining a tribal program related to the Comprehensive Environmental Response, Compensation, and Liability Act.

2. Developing, establishing, and maintaining a tribal program related to the Emergency Planning and Community Right-to-Know Act.

3. Developing, establishing, and maintaining a tribal program related to the Brownfields Tribal Response Program.

I. Establish, implement, maintain, and build tribal capacity in tribal chemical safety and pollution prevention program by:

1. Developing and building tribal capacity in a plan for the Asbestos Hazard Emergency Response Act.

2. Developing and building tribal capacity in a plan for the Federal Insecticide, Fungicide and Rodenticide Act.

3. Developing and building tribal capacity in a plan for the Toxic Substance Control Act.

J. Identify and conserve endangered species within the Tribe’s territory.

K. Design and implement programs about recycling, reusing, and composting.

L. Provide for effective communication and dissemination of information regarding environmental resources to the Tribe’s members by updating the tribal website with information on the Department of Environmental Resources.

M. Represent the Tribe regarding environmental and conservation issues through public boards, committees, government to government consultations and other forums within the scope of the Tribe’s mission by voicing the Tribe’s concerns or comments at public hearings and project scope meetings and consulting with agencies whose undertakings impact environmental resources within the Tribe’s territory.
