The purpose of this chapter is to establish a uniform environmental review process to meet the Tribe’s obligations under the Tribe’s Class III gaming compact with the state of California, the H.E.A.R.T.H. Act (codified at 25 U.S.C. § 415(h)), and any other applicable law or agreement to ensure the Tribe evaluates the environmental impact of development on tribal lands. This chapter establishes a uniform environmental review process for the preparation, circulation, and consideration by the Tribe of a tribal environmental impact report to evaluate the potential environmental effects of gaming projects, leases, and development projects located on tribal lands.
