The Tribal Council may be the lead agency for the purposes of preparing the tribal environmental assessment or tribal environmental impact report, including consulting with other government agencies, making determinations regarding the significance of environmental impacts of a proposed gaming project, lease, or development project, and selecting alternatives and mitigation measures deemed most effective to implement the policies set forth in this chapter, in the manner set forth below.
