The adoption of this chapter does not constitute a waiver of the Tribe’s sovereign immunity. Nor does this chapter create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the Tribe, its departments, agencies, enterprises or other entities, officers, employees, or agents, except as may be provided under the gaming compact.
