Notwithstanding Article XIII of the Constitution, the Tribe and its enterprises, elected officials, and tribal officials shall not have the right to invoke, plead or otherwise assert sovereign immunity as a defense to any complaint or claim filed or any penalty or remedy assessed in any tribal administrative proceeding or in Tribal Court under this chapter.
