A. The Chief Administrative Officer shall be appointed by the Chairperson and confirmed by the Tribal Council.

B. The Chief Administrative Officer shall be a full-time employee of the Tribe and paid compensation commensurate with their skills, education, experience, and responsibilities and within the standards of compensation established by the Tribe’s budget.

C. The Chief Administrative Officer shall be responsible for operating within the annually appropriated budget for the Administrative Division.

D. The Chief Administrative Officer shall plan, manage, and coordinate the day-to-day operations of the Administrative Division and oversee any established subdivisions, branches, and program offices within the Administrative Division.

E. The Chief Administrative Officer shall be responsible for creating a Comprehensive Strategic Plan for the Tribe, working closely with the Chairperson, Vice-Chairperson, Tribal Council, and the Executive Directors of the Department of Administration’s subdivisions, branches, and program offices. The Comprehensive Strategic Plan shall, at a minimum, consist of the Tribe’s vision statement, mission statement, goals in support of that mission, the actions necessary to achieve those goals, financial analysis and risk assessment, and a timeline to regularly review and update the strategic plan as necessary. Upon completion, the Comprehensive Strategic Plan shall be presented to Tribal Council for review and approval.

1. On a quarterly basis, the Chief Administrative Officer shall provide to the Tribal Council an update on progress made towards annual goals and objectives as defined in the Comprehensive Strategic Plan, as well as the goals and objectives stated in the annual budget request made in accordance with the Budget and Audit Act of 2015, 1 WRC § 1-101, et seq. The report shall be due no later than thirty (30) days after each fiscal quarter.

2. The Chief Administrative Officer shall conduct an annual review of the Comprehensive Strategic Plan, and make updates or revisions based on the Tribe’s achievement, or lack of progress, regarding the completion and fulfillment of the Tribe’s strategic goals and objectives for the previous year. The updated Comprehensive Strategic Plan shall be presented to the Tribal Council by October 1 of each year to accompany the Chairperson’s annual fiscal year budget proposal.

3. The Tribal Council may require the Chief Administrative Officer to provide an update on the Comprehensive Strategic Plan at any time with reasonable notice.

F. The Chief Administrative Officer may be required to perform other duties, as determined by the Chairperson and/or Tribal Council pursuant to an official act.

G. The Chief Administrative Officer shall possess the following qualifications:

1. Demonstrated knowledge of principles and practices in fiscal operations, financial management, and human resources and personnel.

2. Demonstrated knowledge and experience in tribal government administration and operations in the following areas: education, community, social and elder services, tribal and cultural preservation, economic development, environmental resources, housing, and health services.

3. Demonstrated management experience working with Indian tribes, with a minimum of five (5) years of experience in supervisory management with increasing administrative responsibilities.

4. A master’s degree in business administration, public administration or another subject with an emphasis in management; or a similar bachelor’s degree with five (5) years of supervisory experience in addition to the requirements of subsection (G)(3)* of this section, totaling ten (10) years of supervisory experience.
