Where any other tribal laws, ordinances, and regulations, or any portions thereof, are in conflict with the provisions of this chapter, this chapter shall apply; provided, however, that nothing in this chapter is intended to be or may be construed or interpreted so as to constitute a violation of any existing legal, contractual, or other obligation of the Tribe.
