A. Article II, Section 1 of the Constitution designates that the territory of Wilton Rancheria shall include all lands held by the Tribe or its members, or by the United States for the benefit of the Tribe or its members, and any additional lands acquired by the Tribe or by the United States for the benefit of the Tribe or its members, including but not limited to air, water, surface, subsurface, natural resources, and any interest therein.

B. Article II, Section 2 of the Constitution extends the jurisdiction of Wilton Rancheria to all territory of the Wilton Rancheria, and to any and all persons or activities therein, based upon the inherent sovereign authority of the Tribe.

C. Article VI, Section 2(a) of the Constitution grants the Tribal Council the power to make all laws, including resolutions, codes and statutes.

D. Article VI, Section 2(c) of the Constitution grants the Tribal Council the authority to regulate matters of interest to the Tribe.

E. Article VI, Section 2(1) of the Constitution gives the Tribal Council the authority to approve agreements that may directly or indirectly waive the Tribe’s sovereign immunity.

F. Article V, Section 1(a) of the Constitution grants the Tribal Chairperson the power to execute, administer and enforce the laws of the Tribe.

G. Article V, Section 1(o) of the Constitution grants the Tribal Chairperson the authority to select, hire and administer personnel. (Res. 2020-30)
