Nothing in this chapter shall be construed as a waiver, limitation, alteration, modification or restriction of the sovereign immunity of the Tribe or any of its agencies, boards, commissions, authorities, employees, agents or officials, except that a lessee or interested party may appeal a determination of the Tribe in accordance with Article IV of this chapter; provided, however, that this limited waiver shall be narrowly construed and excludes monetary damages of any kind.
