In order to enable the Department of Indian Child Welfare to place children consistent with this chapter, the Department of Indian Child Welfare shall make or cause to be made a continuing survey of the Tribe’s members or other local Native American families to determine the availability of homes suitable for child placement and the willingness of such persons to accept and care for placed children on either a temporary or permanent basis, or both.
