A. The following policies shall apply to all banks, savings and loans, other depository, investment, or escrow accounts opened by or for the benefit of the Tribe or any portion thereof, to any depository accounts bearing the name Wilton Rancheria (or similar references such as federal identification number), or referencing departments or programs of Wilton Rancheria.

B. All bank accounts shall have the written authorization by Tribal Council resolution before they are opened.

C. The Tribal Council shall select which elected officials shall have full access to tribal bank accounts as soon as possible after each general election and any other time circumstances require reconsideration of access to tribal bank accounts. The Tribal Council shall designate by resolution a minimum of four (4) elected officials, at least one (1) of whom shall be either the Chairperson or the Vice-Chairperson. If the Tribal Council finds good cause, or the elected official(s) choose(s) not to be on the tribal bank accounts, then they shall be excluded from all tribal bank accounts. The Finance Director shall receive written notification of the approval prior to implementation to assist with proper tracking of the Tribe’s financial activities.

D. All accounts bearing the name “Wilton Rancheria” or similar designation or specific reference to the Tribe’s departments or programs shall require two (2) signatures on checks. Authorized signers shall be designated or approved by Tribal Council resolution.

E. Under no circumstances shall cash withdrawals or checks made to cash be permitted from Wilton Rancheria bank accounts.

F. Enterprise boards must establish policies and procedures regarding bank accounts as described in this section and obtain Tribal Council approval of the policies and procedures prior to establishing accounts. (Res. 2019-42; Res. 2018-04; Res. 2015-10)
