A. Article VI, Section 1 of the Constitution requires that the Tribal Council shall consist of seven (7) members and that each member shall possess one (1) vote and share equally in the power designated to the Tribal Council pursuant to the Constitution.

B. Article VI, Section 2 of the Constitution authorizes the Tribal Council to make the Tribe’s laws.

C. Article VI, Section 2(a) of the Constitution grants the Tribal Council the power to make all laws, including resolutions, codes, and statutes.

D. Article VI, Section 2(f) of the Constitution grants the Tribal Council the power to authorize expenditures by law and appropriate funds in an annual budget.

E. Article VI, Section 2(h) of the Constitution grants the Tribal Council the power to set its own procedures, to select its officers, and to enact laws governing attendance of its members, including penalties for absences.

F. Article VI, Section 3 of the Constitution requires that a majority of the Tribal Council shall constitute a quorum and that a quorum shall be necessary to transact official business of the Tribal Council.

G. Article VI, Section 4 of the Constitution requires that a majority vote by the quorum of the Tribal Council shall be necessary to exercise the powers of the Tribal Council and the votes of each member of the Tribal Council shall be recorded in the minutes.

H. Article VI, Section 9 of the Constitution requires the Tribal Council to hold regular meetings at least once per month. (Res. 2023-04 (Exh. A); Res. 2015-25)
