Any security interest granted by the Tribe or by any agency, tribal corporation, enterprise, subdivision, component or other instrumentality of the Tribe pursuant to this chapter shall be binding in accordance with its terms. It is the intent of the Tribe that such contractual interests shall not be impaired by any subsequent modifications or amendments of this chapter. This chapter may be relied on by any secured party and its successors and assigns and shall constitute the terms of an agreement between the Tribe, or any agency, tribal corporation, enterprise, subdivision, component or other instrumentality of the Tribe and any secured party relying hereon.
