These rules shall govern all matters filed with the Wilton Rancheria Appellate Panel, the appellate body of the Tribal Court branch established by Article VIII of the Constitution. These rules shall apply to all matters on appeal unless they specifically conflict with a substantive title of this code in which case the provisions of the substantive law will govern the appeal.
