“Administrative record” means hearing transcript(s) resulting from any hearings or decision-making meetings conducted by the tribal entity, and all documents and materials directly or indirectly considered by the tribal entity in making the final decision. It includes all documents relevant to the merits and decision-making process of the tribal entity’s decision.

“Final government decision” means a decision made by the Tribe or tribal entity in the implementation, administration, or enforcement of regulations that marks the completion of the decision-making process, contains findings of facts, and determines the rights, obligations, and legal obligations based on the application of standards set forth in applicable regulations.

“Government decision” means a final decision of a committee, commission, board, department, agency, program, or service of the Wilton Rancheria.

“Notice of administrative appeal” means a written statement requesting the Tribal Court to review a final government decision.

“Petitioner” means the party appealing the final government decision.

“Respondent” means the nonappealing party.

“Tribal entity” means the Wilton Rancheria Government or its departments, agencies, programs, and business entities. (Res. 2020-42 Exh. B)
