A. Unless stated otherwise in substantive tribal law, only tribal members can challenge or appeal government decisions.

B. Only a person who was injured or directly affected in some way by the government decision can bring an appeal of a government decision.

C. Conservators or guardians can file appeals of government decisions on behalf of wards. (Res. 2020-42 Exh. B)
