These rules are intended to govern constitutional questions filed with the Wilton Rancheria Tribal Court filed by the Tribal Council or Chairperson for declaratory relief; provided, if there is no Chairperson or the Chairperson is incapacitated or on a leave of absence, the Vice-Chairperson may file in the Chairperson’s place.
