A. The informational hearing shall be held in person and online. The hearing is an opportunity for the General Council to hear information regarding the proposed action. The hearing is not the special meeting and does not require a quorum.

B. The Chairperson shall open the hearing. In the absence of the Chairperson, the Vice-Chairperson or Spokesperson of the Tribal Council shall deliver these opening remarks.

C. Members of the Tribal Council shall present the Tribal Council’s resolution requesting the Chairperson to call and hold an election to amend the Constitution at the hearing. In no event shall a Tribal Council member who voted in opposition to the resolution requesting for amendment election be permitted to address the General Council during time allotted to the Tribal Council for presentation of its position.

D. In the event that the special meeting is called by a petition of members of the General Council, the member(s) of the General Council who submitted the petition to the Tribal Office shall present the membership’s position requesting for an amendment election at the hearing.

E. After the opening remarks by the Chairperson described above, the hearing regarding the proposed amendment shall proceed under the following order:

1. Opening Statements. The individuals requesting for an amendment election shall be permitted no more than thirty (30) minutes to make an opening statement. Those individuals requesting amendment shall coordinate amongst themselves as to allocating the thirty (30) minutes.

2. Presentation/Refutation of Evidence. The individuals, if any, in opposition to the request for an amendment election shall be permitted no more than thirty (30) minutes to present or rebut the information submitted to the General Council. Those individuals in opposition shall coordinate amongst themselves as to allocating the thirty (30) minutes.

3. Closing Statements. The individuals requesting for an amendment election shall be permitted no more than fifteen (15) minutes to make a closing statement.

4. The Chairperson shall make a final reminder to the General Council regarding the deadlines for the special meeting for the vote. (Res. 2023-04; Res. 2022-13 (Exh. A))
