A. The Chief Financial Officer shall be appointed by the Chairperson and confirmed by the Tribal Council.

B. The Chief Financial Officer shall be a full-time employee of the Tribe and paid compensation commensurate with their skills, education, experience, and responsibilities and within the standards of compensation established by the Tribe’s budget.

C. The Chief Financial Officer shall be responsible for operating within the annually appropriated budget for the Financial Division.

D. The Chief Financial Officer shall plan, manage, and coordinate the day-to-day operations of the Financial Division and oversee any established subdivisions, branches, and program offices within the Financial Division.

E. The Chief Financial Officer may be required to perform other duties, as determined by the Chairperson and/or Tribal Council pursuant to an official act.

F. The Chief Financial Officer shall possess the following qualifications:

1. Demonstrated knowledge of principles and practices in fiscal operations, financial management, and human resources and personnel.

2. Demonstrated knowledge and experience in finance and accounting, with a minimum of five (5) years of experience in supervisory management with increasing responsibilities.

3. A master’s degree in accounting, finance, business administration, or another subject with an emphasis in management and finance; or a similar bachelor’s degree with five (5) years of supervisory experience in addition to the requirements of subsection (F)(2)* of this section, totaling ten (10) years of supervisory experience.

4. Licensed as a certified public accountant or maintain a similar license, designation or certification. (Res. 2023-55)
