Nothing in this chapter shall be construed as a waiver, limitation, alteration, modification or restriction of the sovereign immunity of the Wilton Rancheria or any of its agencies, boards, commissions, authorities, employees, agents or officials, except that a person served with a citation may contest the citation or any violation of this chapter in accordance with Sections 4-703 and 4-704; provided, however, that this limited waiver shall be narrowly construed and excludes monetary damages of any kind.
