In reviewing a constitutional question, the Court shall take into account the history, culture, and traditions of the Wilton Rancheria, and provide a faithful interpretation that promotes the Wilton Rancheria’s inherent sovereignty to form a more perfect government, secure its rights, advance the general welfare, safeguard its interests, sustain and enrich its culture, promote its traditions and perpetuate its existence, achieve and maintain a desirable measure of prosperity, and secure the natural and self-evident right to govern itself.
