To ensure the most informed decision, the Court shall certify all constitutional questions to the Traditional Court within two (2) business days of the hearing or last pleading filed, in accordance with Section 1-505(C). The Traditional Court shall have fifteen (15) days to deliberate and return an advisory opinion to the Clerk of the Court. The Traditional Court’s opinion can express multiple views if the panel did not reach consensus. The Traditional Court can decline to reach an opinion if the Traditional Court does not feel the question presented is within their scope of expertise. (Res. 2020-71)
