A. Attendance.

1. Attendance by Members. All meetings of the General Council will be open to all members of the Tribe. However, pursuant to Article VII, Section 1 of the Constitution, only adult members of the Tribe may participate in General Council meetings and vote.

2. Attendance by Nonmember Guests. Guests may attend meetings of the General Council in a professional capacity; provided, that they are requested to do so by the Chairperson.

3. Any member or guest of the Tribe who attends a meeting of the General Council and becomes disruptive will be asked to cease the disruptive behavior by the Chairperson. If the individual continues to engage in disruptive behavior, the Chairperson may require the individual to leave the meeting and enforce 5 WRC § 4-101 et seq., Peace and Security. Nothing herein is intended to limit the application of 5 WRC § 4-101 et seq., Peace and Security, and all the remedies that are provided therein.

B. Online Attendance. Meetings of the General Council may include online participation. Online meeting participants may be requested to execute a confidentiality agreement.

C. Roll Call. Roll call at all meetings of the General Council shall be established through registration.

D. Quorum.

1. Pursuant to Article VII, Section 5 of the Constitution, each action of the General Council will require a quorum to be considered valid.

2. The Chairperson must allow at least one (1) hour after registration has been opened for quorum to be met. If quorum is not established one (1) hour after registration has been opened, the Chairperson has discretion to wait longer for quorum to be established, to cancel the meeting, or to proceed with an information session for the eligible voters present.

3. Quorum shall be established by counting all those eligible voters registered and present in person or online for the officially noticed meeting. For the General Council to take action beyond that which was officially noticed, quorum shall be established by counting only those eligible voters registered and present in person.

E. Order of Business. Annual meetings will include the following:

1. Prayer.

2. Call to order.

3. Determination of quorum.

4. Chairperson report.

5. Tribal Council report.

6. Tribal Court report.

7. New business.

8. Adjournment.

F. Voting.

1. Requirement for Approval. Any General Council action shall be determined by a majority vote of the eligible voters participating in the General Council meeting in person and online for matters officially noticed, unless a greater vote is specified in the Constitution.

2. The Chairperson may take all votes of the eligible voters by ballot. The Chairperson may take a vote by a show of hands as deemed necessary for efficiency and fairness.

3. No absentee voting shall be allowed. All eligible voters must participate in the meeting either in person or online to be counted for determining quorum.

4. Announcing Results. When the voting is complete, the Chairperson shall announce the results by reporting whether the motion or other measure is adopted or fails. (Res. 2022-13 (Exh. A); Res. 2013-61; Res. 2012-17)
