A. If the eligibility of a voter shall be questioned by a poll worker or a member of the Election Commission, the ballot of that voter shall be enclosed in an envelope which shall be endorsed with the voter’s name, the reason for the challenge, and any refutation of the challenge.

B. The Election Commission shall make the final determination of the eligibility of the challenged voters prior to the counting of the ballots, and the Election Commission shall include in the ballot box the ballots of those determined to be eligible to vote.
