A. If a voter spoils an official ballot, a member of the Election Commission may issue another official ballot to the voter. Unless there is a reasonable suspicion of voter fraud documented in writing by the Election Commission, all timely requests for a replacement ballot will be honored. The Election Commission shall maintain a log of spoiled ballots, lost ballots and replacement ballots issued to eligible voters.

B. The Election Commission will provide replacement ballots to eligible voters validly requested. It is the responsibility of the eligible voter to acquire and return the completed replacement ballot to the Election Commission by the applicable voting deadline.

C. Any absentee vote-by-mail envelopes not properly filled out or notarized as required will not be counted and will be recorded as a spoiled ballot.
