§ 4-104 Construction.
This chapter shall be construed to give full effect to the objectives and purposes for which it was enacted. Furthermore, this chapter shall be interpreted and construed to:
A. Preserve the peace, harmony, safety, health and general welfare of the people of the Tribe and those permitted to enter, visit, or reside on tribal lands;
B. Ensure peace and order on tribal lands;
C. Uphold harmony, tranquility, peace, and order for tribal events and gatherings;
D. Promote the welfare of the Tribe and its members;
E. Safeguard individual rights and community standards;
F. Secure rights and powers, which are inherent in the Tribe’s sovereign status;
G. Exert jurisdiction over all matters essential to the Tribe’s self-determination and self-governance;
H. Treat all parties fairly and without prejudice, protecting individual rights guaranteed by the Indian Civil Rights Act, 25 U.S.C. § 1301 et seq., and by the traditions, customs and laws of the Tribe; and
