No person shall intentionally set fire to, or burn, or cause to be burned, or aid, counsel, or assist in the burning of the dwelling or property of another, including any trailer, motor vehicle, camper, structure, barn, stable, crops or open area of tribal lands, unless such burning has been expressly authorized in writing by the Tribe.
