A. All hearings, except as specifically provided by law and in juvenile cases, shall be conducted in open court and so far as convenient in a regular courtroom.

B. Open court shall mean that, to the extent space is available, all tribal members may observe Court hearings and proceedings; provided, however, that no member who creates any form of disruption in the courtroom shall be allowed to remain.

C. Nontribal members shall only be permitted in the courtroom during any hearing if they are authorized Court or tribal personnel, including attorneys for any party. In addition, a nonmember shall of course be permitted to attend all hearings for cases in which the nonmember is a named party. (Res. 2021-43; Res. 2020-76; Res. 2019-08)
