The Tribal Court and Appellate Panel are courts of record. To preserve such records:

A. Each case, cause, complaint, petition, or other action sought will be assigned a case number. Civil case numbers will begin with CIV, criminal case numbers will begin with CRIM, and juvenile case numbers will begin with JUV. Actions will be assigned consecutive file numbers.

B. In all Court proceedings, the Clerk will record the proceedings of the Court by electronic or stenographic means. The recording will be identified by case number and kept for ten (10) years for use in appeals or collateral proceedings in which the events of the hearing are in issue. The Clerk will cause a transcript to be made of the recording as a permanent part of the case record upon the request of any party or the judge.

C. To preserve the integrity of the electronic record, the Clerk will store the recording in a safe place.

D. The Clerk will keep in a file, bearing the case name and number, every written document filed in the case.

E. All Court records, except juvenile case records, are public records except as otherwise provided by law.

F. After five (5) years, paper Court records, except signed orders and judgments, may be stored electronically.

G. The Tribal Court and Appellate Panel shall publish its decisions and opinions, except for juvenile cases, that would be useful to the Bar of the Court and the public. (Res. 2021-43; Res. 2020-76; Res. 2019-08)
