The Traditional Court may decide that it would be appropriate for a matter or portion of a matter to be resolved by the parties participating in a round of handgames. Both parties must agree to participate in the competition and that the outcome of the competition shall be final and unappealable. There will be no fee to use this resolution option.

A. Terms of Agreement. The Traditional Court shall determine terms of the competition including: the official rules of play, the stakes of the handgame (what each party will collect or take away if they win), the number of team members, and the number of rounds. These terms shall be written down and filed with the Tribal Court for the Chief Judge’s signature prior to the competition. These terms will become an official order of the Court.

B. Referee/Official. The handgame must be overseen by a member of the Traditional Court or an official designated in advance by the Traditional Court. This person’s name must be included in the terms filed with the Tribal Court prior to beginning the handgame.

C. Training. Any party may request training in the rules of play and competitive strategy from the Traditional Court or any person approved by the Traditional Court to conduct training.

D. Conclusion. At the end of the specified rounds, the referee/official will record the outcome of the competition. This record must be attested by all participating parties and the referee/official. This record will be submitted to the Tribal Court within three (3) calendar days following the conclusion of the competition for final disposition. (Res. 2022-24 (Exh. A))
