A. Pursuant to Article V, Section 2 of the Constitution, the Vice-Chairperson shall vote in the event of any tied vote during a Tribal Council meeting. If the Vice-Chairperson is not in attendance during a meeting in which a tied vote is taken or if the Vice-Chairperson chooses to abstain from casting a vote, the motion on which there is a tied vote shall be deemed to have failed.

B. Pursuant to Article V, Section 2 of the Constitution, the Vice-Chairperson shall have the power to attend Tribal Council meetings, shall be responsible for the recording of minutes during Tribal Council meetings, shall attest the enactment of laws by the Tribal Council, and shall be responsible for maintaining Tribal Council records.
