A. All members of the Tribal Council should, to the greatest extent possible, attend all Tribal Council meetings in person. Any Tribal Council member, Chairperson or Vice-Chairperson who, for good cause, cannot attend a Tribal Council Meeting in person may participate by telephone or video-conference; provided, however, that any individual who does not appear in person will not be counted towards quorum and may not vote on any matters.

B. Notwithstanding subsection (A) of this section, attendance by telephone or videoconference may be allowed for special meetings or emergency meetings that are duly noticed pursuant to Section 1-207(B)(4) or (B)(5) and such notice explicitly authorizes attendance by telephone or videoconference. Council member attendance via telephone or videoconference will count towards quorum and right to vote.

C. Any member of the Tribal Council who is unable to attend a regular meeting shall notify the Spokesperson as far in advance as possible.

D. Failure to attend meetings of the Tribal Council shall constitute good cause for removal from the Tribal Council. However, no member of the Tribal Council shall be required to vote to initiate the removal of another member of the Tribal Council even when good cause is present.
