A. The internal review phase will begin through motion by a Tribal Council member. The motion will provide:

1. The purpose of the proposed act or amendment.

2. The Tribal Council members who are sponsoring the proposed act or amendment.

3. The government officials or representatives of the Office of the Chairperson or Tribal Court, if any, who may consult with the drafter of the proposed act or amendment in drafting the proposed act or amendment.

B. The drafter of the proposed act or amendment shall research applicable law; consult with the Tribal Council’s sponsors of the proposed act or amendment; coordinate with the Office of the Chairperson; create a working draft of the proposed act or amendment; and notify the sponsors of the proposed act or amendment when the working draft is completed.

C. The sponsors shall then present the proposed act or amendment at the next meeting of the Tribal Council. The Tribal Council will then discuss the proposed act or amendment and will determine whether to request changes, to request additional information, to not go forward with the proposed act or amendment, or to move the proposed act or amendment to the public review phase. If the Tribal Council requests changes to the proposed act or amendment or requests additional information, the matter shall be placed on the next agenda of the Tribal Council.
