A. During the public review phase, the Tribal Council shall solicit comments from members of the Tribe regarding the proposed act or amendment.

B. The public review phase shall be thirty (30) days and shall begin after the proposed act or amendment is placed on the Tribe’s website. During the public review phase, no edits or changes shall be made to the proposed act or amendment.

C. Notice of the public review phase will be provided via the tribal newsletter and website to the extent practicable.

D. Any member of the Tribe may request a copy of the proposed act or amendment.

E. Public Hearing.

1. During the public review phase, the Tribal Council shall hold at least one (1) public hearing regarding the proposed act or amendment.

2. Notice of Hearing.

a. Notice of the public hearing will be placed prominently in the Tribe’s newsletter to the extent practicable.

b. A notice of the public hearing will be placed on the Tribal Council section of the Tribe’s website to the extent practicable.

3. Information Packet. The Tribal Council shall prepare a packet of material for attendees of the public hearing that will at a minimum include the latest version of the proposed act or amendment.

4. Procedures for Public Hearing.

a. The Spokesperson shall conduct the public hearing or designate someone else to conduct the hearing. The Spokesperson or the person designated to conduct the public hearing will have the authority to remove any member if the member’s behavior is consistently unruly or disruptive to the meeting.

b. No official Tribal Council action may be taken regarding the proposed act or amendment at the public hearing.

c. Public hearings shall generally proceed under the following order of business: (i) roll call; (ii) approval of agenda; (iii) public comments; and (iv) adjournment. (Res. 2018-68; Res. 2015-23; Res. 2014-36; Res. 2012-20)
